IMO the description of this skill should read
"Remove all Hexes and Conditions from target ally...Then watch them all die as you have no energy whatsoever"

Purge Signet is unlinked and is 100% effective regardless of your primary or secondary professions. Warriors sometimes carry this because it's free, and they can cast it at 0 energy to lose nothing. (The 3 second casting time is a bit much though.)
Energy-less/low-energy signet user me/mo or mo/me builds can also use this, with Mantra of Inscriptions, Keystone Signet, or both to make it useable more frequently.

this signet is great for ie: W/Me chars that don't rely on energy
I was once shocked that after I gave warrior that kind a nice collection of hexes on random arena, he used that signet and killed me

Since this signet is a Monk skill, I'm not sure being a W/Me is going to help...

Focus swap to a negative energy set, cast Purge Signet, swap back up.
