Why would you want to be power leveled? I have 3 lvl 20 players and have enjoyed it the way it was meant. Maybe I just dont understand why getting closer to the end faster would be better?

Lowest I'll go is 2.5k for every level under 10, and every level after that is 3k.

I will power level pll for 1.5k a level until level 10, then its 2k a level until level 15, then its 3k a level until level 20

if u want level 20 quickly, simply click on PvP option when you are creating your new charachter, it could be usefull
