N/ME - Will this build work? (PvE)

Hi all

I'm playing PvE only and have a lvl 19 N/ME who recently switched from Death magic only to Blood & Curses. I'm at Aurora Glade at the moment, and have a plan of my ideal skill layout, but wasn't sure if it'd work:

Points in Soul Reaping (or inspiration if SR doesn't generate enough energy), curses and blood.

Skills:

1) Sig of Midnight (ELITE)
2) Epidemic
3) Awaken Blood
4) Life Siphon
5) Vamp Gaze or Unholy Feast
6) Price of Failure
7) Plague Sending
8) Blood Ritual / Well of Blood (depending on mage or warrior teammates)

Remember this is PvE only!

My idea is to spam life siphon on 3-4 targets to get a nice life regen happening, then when I get surrounded by melee enemies, to hit them with Sig of Midnight and Epidemic to blind them all.
Will hit one or two with price of failure to help them kill themselves while they're swinging blindly.

My main question is does Price of Failure strike with every miss, or just misses caused by PoF. I figure with blindness on them, they'll be hurting themselves a whole lot if its the former

Another problem I can see myself running into is energy. I'm hoping since its PvE that 10 or 11 in SR will be enough to keep me going, but if it's not I'll drop the SR and invest in Inspiration -> Spirit of Failure to generate 4 energy every time that enemy misses. (Cast on 2-3 as req)
Related to my question above, is that EVERY miss or just misses caused by SoF? If I went this route I'd switch out skill #8

The problem I found with epidemic is that its range is relatively small and I ended up not using it. You had to get pretty close to the enemy for it to work which is never a good thing for a non combatant and then the epidemic was missing some of the close targets which told me the range was to small or bugged.
