Ok, this build was inspired by the long recharge times of domination skills. It will literally make atleast 2 people useless, utterly and completely useless.
12 + 3 + 1 Domination
10 Wilderness
8 +1 Fastcast
2 + 1/2 Illusion
Arcane Conundrum
Diversion
Blackout
Power Block {E}
Storm Chaser
Serpents Quickness
Troll Unguent/Wastrels Worry
Ressurection Signet
Ok, the plan is to cast serpents as the battle begins. Then use arcane conundrum on a monk, powerblock their orison/healing touch/any monk spell. (make sure its a monk spell, and not something like energy drain or offering of blood). Conundrum doesn't last very long, but if your team is pounding on someone in the beginning of the match, you know the monk will use something, giving you enough time to powerblock it.
The next phase is either (if you don't bring unguent) spam wastrels on them over and over again, or find your next target (most likely another monk, maybe another caster) and put up storm chaser, then run up, use blackout, and run away as fast as you can. While you are out and about, use troll unguent liberally to heal if needed (if your not in an organized team). Serpents quickness will make powerblocks recharge 20s, and at dom 16 it lasts about 15+ seconds, so you can almost recast it instantly with conundrum. Storm chaser is also cut down to a 20s recharge, but at wilderness 10 it may only last about 15s. With that 5 second downtime, you can spam diversion on a third target, or the 2nd target you used blackout on. Then when you have your storm chaser recharged, run up, blackout, run away.
The only thing that bothers me about this build is that serpents quickness has a 45s recharge, which means after the first few seconds in a match, your skills will be rechargin at a normal rate, making you quite vulnerable for a time.
I have not tested this build at all, but in this theorycrafting stage it sounds fun to use. If anyone wants to try this build out for me, and post their comments about it their wholy welcome. Other suggestions and critiques about this build are also welcome.
(You see, I would try this out, but I've got 4 character slots full, but one is about to be deleted, but not until a friend of mine catches up to me so we can do thunderhead)

It looks promising, but have you considered a counter to Warriors and generally people who target you? Troll unguent has some varied healing potency; it's probably not going to save your life.
