PC on Axe Mastery

+1 axe lvl, 20% chance per hit

well i'm been checking out the forums and found that this sells for 20-30k. Right??

Well lately i've been trying to sell 1, but the highest i was offered was 15k, and the lowest was 5k. Did the prices drop for this kind of item?
