Anyone knows where can i get this skill ?
Soiled Egg Roll
Captain Greywind has it in Ascalon Settlement, which is outside of Lion's Arch.

Is it just me, or is this a skill that could be abused by runners? I know the 2 second time to cast is a little constricting, but if you cast it, then run through the crowd of enemies, adding on skills like Sprint to get through, you'd have some extra armor on top of some fast running.
This skill really intrigues me... it seems perfect for a runner, but I haven't heard of anyone using it. 18 seconds of 33% faster sounds perfect, along with the extra armor. Even the minimum is 8 seconds of that... which is not insignifigant. So why don't people use it for running?

The cooldown is 30 seconds, I'd say that's why.
Charcoal Ann
its an enchantment and can be stripped for wasted energy, time and health.

I was looking for this and was at ascalon settlement, but totally overlooked it. Is there a spell you could use in conjunction (mesmer probably) to shorten the cooldown?
Armor of Mist may be the most useful for a tank runner, as using AoM, topped with sprint and charge, along with "Watch Yourself!" and "Sheilds up!", would give you an almost perfect line of skills to get through a crowd of enemies. (W/E runner to be exact.) Whirlwind would also be useful if surrounded by a group.

30 Second cooldown time... hey, what do you know? 30-18=12! That's long enough for another sprint skill to get used, and end in time for this to get used again!
Enchantment stripping... in PvE? Sorry to have to point this out, but you aren't using running skills in PvP. In the areas you'll be running people, there isn't a whole ton of enchantment removal. I think those Mesmer Avarica might have something, and there's the possibility of the necro Avarica having something on the way to Forge, but you should be able to otherwise avoid them.
As for mesmer skills to shorten the cooldown time... well, you've got that elite Mantra of Recovery... but I'd rather just take "Charge!" as a warrior.

Moving faster does not affect attacking speed, just like the warriors sprint or rangers storm chaser.
As far as shortening the sill recharge, you can get a 20% chance reduce water recharge weapon/focus item for the ele, while not a guarentee it makes a big difference when it happens.
If you want something more gaurenteed, use Serpents Quickness from the Ranger. I've used it for a Necro secondary to spam Dark Pact very effectively, unfortunately with that combo you sacrifice mad health. But that is what Troll Unguent was for

Wouldn't you need Balthazar's Spirit on you and to be hit 4 or so times so you can do those?

This skills works great in the desert for running, but anywhere else the mesmers are gonna strip it and that's not health for you. This skill is very good around palces that don't have people running around with strip enchantment.

Any know were to get this in factions?
Amity and Truth
You can't. It's a prophecies only skill.

I use this skill continously in my skill bar, for running, casting in melee, and anything else you can this of for +42 armor and 33% speed..
Works wonders for aspenwood, and its fun to race warriors and rangers with and e/n, and win! haha
Using it for running in pve is fine, just cover it with other enchantments, AofR, water attunement etc. Also a +20% enchantment item with a 21 second base length = pwnage.

This is a beautiful flag runner skill. It is a nice boost of the bat, and retreating to when you must get another flag. Not meant to be used in combat IMO.

Arcador
Runners top gvg guilds happen to use it (Supernova Jap for example). Only draw back is the 2sec cast compared to the other speed stances and spells. But it gives armor and speed for a descent amount of time. It can save you from spike also.
Phoenix Arrows
In the Crystal Desert, if you get mobbed by the annoying Jade Scarabs, Chilblains and *BAM* there goes AoM. Also, during a Forge run if you encounter Stone Summit Heretics they will use Shatter Enchantment on you and if you face Avicara Guile they will use Strip Enchantment.
Also, Balthazar's Spirit gives around 5 points of Adrenaline at max. Yes. Points and not strikes. A strike contains 25 points of Adrenaline. Therefore, you would need to be hit about 20 times for "Watch Yourself!" to be charged.
