Blood Truncheon +15 E/-1 E regen?

Hello,

I've met 2 collectors in Kryta trading for truncheons that give +15 energy and -1 energy regen. The problem is that the pre requisite are death and Curse magic and I use Blood. My question is, is there a collector who trade for a weapon for a necro that would give + 15 energy/ -1 energy regen??

I don't know about a weapon but there is an offhand item that has those mods for blood magic.

Go to the dunes of despair and head north to the collector of encrusted lodestones. That's the one with the focus with the mods you described. He's standing by a teleporter on the other side of the teleporter are the creatures that drop encrusted lodestones. Clear the area from left to right. You'll find an area door around there that you can reset the creatures by going through and comming back. By the time you clear from the teleporter to the door and then back to the teleporter you should have enough lodestones for the item.
It comes out to be

energy + 12
energy + 15
-1 energy regen
