How about the Rune trader selling a random unID'ed rune for a set price (depending on the type of rune: minor, major, superior). The only gamble the player is taking is getting a rune they've already unlocked. Just make the prices for these fairly high (say 3 plat for a minor, 4.5 plat for a major, 6 plat for a superior, just as an example) so it's not worth it to use this to buy runes instead of the normal buying method. All you'd do is specify what kind of rune you want (minor, major, and superior) and the trader would give you some random unID'ed rune of that type.
On the subject of gambling, it's fun to mess around with, and it adds life to a PvE world. Let us have some damn fun in this world. I swear, if I was living in Tyria I wouldn't even have let the Charr come down and kill me. I'd have slit my own throat long before from all the boredom of these lands. However, I don't think the developers are against gambling overall, though. Most likely the main reason there aren't any gambling activities in the world of GW is simply because of the game's rating: T (teen). Adding that kind of stuff in would probably force them to up the rating, right? I don't really care about the rating. I just want some COOL ways to spend my money and time.

Yeah well....they should give it an ability as a filter or something :P Just like the chat ability to filter out foul language, or have the ability to see it. But oh well....yeah I would like to have some fun ways to spend money on something new, Dwarvne Ale is fun sometimes then gets boring.

A game-organized lotto would probably be pretty popular, assuming it was set up properly. Maybe a Lotto 6/49 concept: you pick six numbers between 1 and 49 inclusive. Not precisely sure how the winnings would be calculated, but you wouldn't want ALL of the gold used to buy a ticket going towards the pot. A gold-sink surcharge, as it were.
