This is such a good tanking skill! Most w/mo waste energy on healing skills to keep them alive vs melee people, when you could just throw up Dolyak Signet+"Watch Yourself!" to keep yourself up long enough to defeat the enemies.

I can't see any reason to use this over Power Attack. Power Attack recharges faster (4 seconds vs. 10), and does its damage unconditionally. You don't have to wait till the enemy is below a certain health. With low-level enemies, fine, but when you take on the BIG BOYS, you want to do the most damage in the least time. Thrill of Victory needs a buff to be a worthwhile skill.

Warrior's have limited energy. Spam a 5 energy skill every time it refills and you'll be sitting on empty. Also they are from two different lines; tactics and strength. A tactics tank is going to have a lot of health in reserve simply because they won't be taking damage from melee mobs, and soft target's health drops quickly anyway. In PvP, a warrior will generally not be hit first so their health will almost always be higher than what they're hitting providing better spike potential.

Spamming or not, it's conditional damage and a total waste of 5 energy if you don't have more health than your opponent, because then your damage is just a regular attack. Whereas Power Attack is +damage unconditionally. In the circumstances you'd be using ToV, it presumably would be to finish off a soft target. If that's the case, then spamming a +damage skill would be more desirable to get it done quickly. If you get spiked and/or your target gets healed, ToV could be rendered useless depending upon timing. Power Attack is going to do its damage regardless. A lot of PvP warriors use at least 2 Superior runes (Strength and weapon), so the > HP might not necessarily apply. Depending upon your points in Strength and Tactics, ToV might not even do as much damage when it does hit as Power Attack. For a Warrior secondary it could be useful, since they wouldn't have strength, but I don't think too many W/x builds would make good use of this skill. 9 Tactics is pretty much the limit for most Warriors, because a) most good shields require 9, and b) at 9, most stances last 9 seconds, but to get to 10 seconds you have to take Tactics all the way to 12, which a lot of warriors aren't going to do.

I love Thrill of Victory, true there are a lot of times when its not useful, but when doing group quests/missions and you have a decent group, you are usually all dropping one target at a time and you can almost garauntee that target will have less health than you. I use Tov and Desparation Blow because my tactics are 16 (17 20% of the time when my +1 kicks in) and those two attacks do some serious damage. I belive at 16 tactics ToV does +42 damage.
