Damage +15% While Enchant
Damage +11% vs Giants

The mods aren't good, but the 15% is sort of good so I'm wondering what to do with it

It is a collector's sword. That is the only way to have 15% enchanted and still be blue. The req of 9 is a give away, too. That means two things: (1) it is ugly and (2) it is not hard to find if you want an identical one. Those two things mean that it is worth about 1.5K.
