Weapon Requirements and natural modifiers...

Ok did not know how to title this so i hope that got the idea across. Anyway, i found a nice rare Ghostly Staff with 7% recharge all skills and 9% cast speed all skills that requires 10 domination. Now the question is, will i get the 7% and 9% with 0 skill in domination? I could care less about how much damage i do since none of my characters rely on staff dmg for anything, but id like to have the cool look of the staff and the bonuses as well for my non-mesmer characters. If anyone knows for sure about how these natural modifiers on a weapon work please inform me as its very hard to test if im actually getting the exact percents.

generally speaking. no. You get a weapon hat is crippled from max dmg... it give you a % of its abilities, but generally speaking for what you want it for. no its not worth messing with unless you meet requirements...

From what I've experienced and read, the requirement only effects the modifier that it's listed next to. This isn't just speculation... over the last few months, I've carried several weapons and icons that had a requirment that was either too high or was for another profession, specifically to get the energy, health and armor bonuses... so I've directly experienced this.
Currently my monk carries a 12/20/20 healing icon with a 9 req, and when I switch my attirbutes around so that healing drops below 9, the energy bonus drops from 12 to 3, but I still see the skills recharge faster.
It's somewhat easy to test, if you use items with modifiers that are visible... next time you find an icon or weapon with a health or energy bonus (like the +15/+30/-1 stuff) that is for another profession or above your current req, equip it and see.

You will get the 9%/7% from the staff regardless of whether or not you meet the requirements. Same with the +10 energy. The only thing you won't get if you don't meet the req is the damage, which you may or may not care about depending on your build.
