Ranger / Lightning Ele build

Hey i was wondering if this would be a good PvE / PvP balance build.

My main would be Ranger, then i would work my way into Lightning Powers from Ele as my second class..

which catagory would this one fall into the most? PvE or PvP? i was thinking of a build that can be both good in PvE and PvP

Any suggestions for any other second prof. thats good for PvP and PvE?

(I want Ranger as my 1st Prof. though)

I don't have any advise, except to tell you to remember (or learn if you didn't know) that in order for Conjure Lightning to affect the damage on your arrows, you have to have a bow string now, that lets that element work with your bow. Sucks, but true.
