I need a Runner who can run me to most City´s where i can buy Skills and LVL me up fast to 18 . Cause i need Skills from my Ne/Me.

Your best bet is to find different people for different things. I can run you from there -> ToA -> Fishermans -> Sanctums for 300 gold each stop.
