The Scribe in Ascalon, after doing the quest where you need ot find the census. He's in the back section of ascalon city, in the wall-like area.

Simon the Scribe gives it out in Old Ascalon. Go up the stairs behind the Guild Registrar and such and make a left. He should be right there down another flight of stairs. I believe you have to complete another quest from him first, though, to get it.

Dont need to finish other quest from him to get that quest. I once given both quests from him at the same time. (But it may be after I've done Defend The Wall quest).
