Just found this thing:

Defensive Earth Staff of Enchanting
+10 energy
11-22 dmg (req L9 earth magic)
improves skill recharge 9%
improves smithing prayers cast speed 16%
Armor +5
Enchantments last 18% longer

Salvage or sell as-is? And what price range?

Prob expert salvage. Unless you find a smiting monk that has 8 earth magic in his attributes which is not very common. Finding that person might take forever so I would just salvage it for the mods. Mod prices here.
