In the area outside Dunes of Despair is a bunch of sand giants. In that same area, at the southeast zone border with the Arid Sea, is a guy who collects sand giant jawbones. Said collector offers a max fire staff, with 9 req, that has 20% fast cast and 20% fast recharge of fire skills. Add your favorite mods (+5 defense head and +5 defense wrap would be good) and you're ready to rock. Good luck finding a better item.

There's also a collector outside Ice Caves Of Sorrow that will trade you the max dmg (10/20/20) collectors fire staff for 5 frigid hearts from the ice imps.
