Rare Crafting Mats

... such as steel and fur... does anyone know where they actually come from? Are these salvaged?

Yes, they are salvaged. You probably won't get much of them till much later in the game though (I am assuming you are still low level).

You can also craft steel in Lion's Arch, which is after you cross the Shiverpeaks.

As a general rule? I was salvaging stuff and by lvl 12 or so I had 1 of many of the rare crafting materials, multiples of some. Until you make it to the above mentioned city I wouldn't expect to find that much steel, I think I had 4 or so by the time I got there.
