I did find it in a chest 
a while back, Don't remember which chest (mightve been twin serpents?) but yeah A-Net nerfed it badly and that chest hardly ever spawned golds after that and not a single Crystalline.
Point is, a Crystalline Sword with such low req is >extremely< rare, I think you can only get a sword at the underworld nowadays and the monsters are lvl 20+ and they drop higeher requirement ones... and this a gold one with a good mod! come'on there must be more interest in this sword

Yes , it's a very low req but still the damage isn't max even making it more useless.
