Where do i get the elite skill healing

I looked on elite skill locations and tried to find Rull Browbeater in Perdidition Rock and i cant find it, i tried multiple times, and yet no luck, anyone know where it is, and if its on another map or if it was changed recently?

That is a tough skill to cap only because he doesn't spawn every time. I cleared all of perdition one time and never found him so I know this to be true.
