You get to watch a 1v1 battle, but like place a bet beforehand on who you think will win. the winner like earns money, and the people who the bet earn 50% more than what they offered. The people fighting must pay like a entrance fee and has to be lv20. there are also rules like if you run around in circles or running too much for too long, its auto lose, and chat is turned off for the duration of the fight, so people betting on the other person can't bribe or mass spam till they lag out.

Already been suggested. Bad idea though. ANet obviously doesn't want betting because there is too much room for scammers. The did take out /roll for that reason...
