Program used to make videos?

Fraps is good. But making a video eats up a lot of resources. I have a very good rig and I have to put the game on low to get decent FPS while making a video. So be sure to turn everything off when making a video.

I use Fraps as well, and also used it on my Charr-Grilled movie. It's true that it does eat up quite a bit of resources once you actually hit your recording hotkey. When I actually want to record, I bump the res of the game down to 800x600 (hence the resulting vid is 1/2 res 400x300) and I turn off anti-aliasing. It's also slightly helpful to turn off Frap's framerate display (which is turned on by default)... unless you're benchmarking, you don't wan't it on anyway.

But keep in mind that Fraps creates a huge, bloated, only slightly compressed avi file. You'll want to use another prog to compress it further and greatly reduce the file size. On the Fraps site, they recommend Tsunami Mpeg Encoder or VirtualDub. Personally, I like Adobe Media Encoder... which is part of Adobe Premiere Pro... as it can export to just about any format you can think of and gives you a lot more flexibility (but it ain't cheap).

I also use Adobe Premiere Pro for editing my vids. It allows me to easily add music, graphics, narration, etc... but it's probably overkill for most folks. You could always use Microsoft's Movie Maker which is part of WindowsXP for basic editing needs and then output as a nice compact wmv file.
