so im installing guildwars and im reading the box and on it, it says children under 13 are not allowed to play lol, that seems very odd to me but kinda funny

That restriction is probably in place to satisfy the Children's Online Privacy Protection Act (COPPA) in the U.S.; see http://www.coppa.org

I know that City of Heroes has the same rating on it. I just assumed most online games did, but correct me if I'm wrong, as I have not played very many of them.

I wish they could, most of the newbs you get are the more unmature types hence younger peeps, but ever ounce in a while you get the gamer kid whos played a few games, knows the ropes and knows when to stfu! heh...

I'm pretty sure it is a message put there to remove liability from Arenanet/NCSoft for violations of the children's online privacy act (as mentioned before.) Many online games have that message on them now, and although it isn't enforced, it's a move towards social darwinism in that when some parent complains to NCSoft that their 12-year-old was harrassed in GW by some 40-year old person, NCSoft can smile and say "told you so." This is a good thing, by the way, and I wholly approve of such things. 13 and under should not be playing unrestricted (e.g. chat-capable) online games.
