How about adding some skills (probably unbalanced in PvP) to be used only in PvE.
one example would be like battle cry - shout - instill fear in adjacent enemies causing them all to flee
i'm sure there are different examples but I think this would add another layer to the kind of lacking PvE experience

SHOUT is a Barbarian D2 skill, would love to send the fear of death into hords of demons and send them scattering heh... sometimes the odds are to impossible. I'm all for PvE only skills.
Maybe a mesmer skill called DEATH: Completely drains caster of energy but deals damage x5 of energy caster had when casting spell. Required amount 25 energy, 24 sec recharge time. Uninterupted cast.
Say you have 60 energy, cast it and do 300 damage in one hit, can work on bosses and regular foe.
