The good thing about hunting charr across the wall, is that you can die countless times with no penalty (other than having to run back to fight the charr again).
Take a good partner, someone at least level 7 or 8 I would say. Then a good exercise is to pull them, lure them back to the gate where the monks and archers and guards can help you slaughter them. I've gotten runes and other nifty items from those badboys.

On the south side of the wall, you have a shot at a Boss Charr during "Trouble in the Woods" & a shot at a group of Charr during "Charr at the Gate".
Getting at either before the NPC involved completes the quest is tricky and if you go at them in the manner they are set up to run, it won't work - just think outside the box.
