What does it mean when people say

want to buy 3:1 vampiric bowstring

what does the ratio mean

usually benefit : penalty

Vampiric

benefit: life stealing
penalty: life degeneration

Zealous

benefit: energy gain on hit
penalty: energy degeneration

so in your case, a vampiric 3:1 bow would steal 3 life from the enemy in addition to the regular damage, but you will have life degeneration -1 while you have the bow equipped.

Just to help clarify a bit:

the :1 is definitely a negative for your character, but how you say?

I have a zealous bow and when it is equipped, the >>> on my energy bar turns into >>. hence the -1 energy regen.

I assume that the Vamp :1 works the same, but for health.

Besides, sell the 3:1, only 4:1 and 5:1 really worth it (and they cost some deneros me buddy!).

There really should be something ingame thats says Zealous stuff doesn't go higher than +1 gained on hit, every time I tried to sell a Zealous string today I got asked what the ratio was, then the people were disapointed it wasnt higher, another for the merchant.
