because it spreads weakness to nearby foes.

If I cast Enfeebling Blood + Enfeeble on a warrior...do these stack? Or does one cancel the other out...meaning Weakness effect caps at 66% damage reduction for physical damage?

You can always reaplly conditions but it will only make them last longer never have any more effect.

Yeah, it "overwrites" lesser conditions. If you cast one that lasts 10 seconds, and 2 seconds later cast one that lasts 15, it'll last 15 seconds.
