Will the early access event end on Thursday night 11:59 PM on the 28th or will it end on Wednesday 11:59 PM 27th...

No. The Early Access Event finishes at the end of the 28th. It's a 48 hour event.
That means, you can play from the start of the 27th to the start of the 29th before you must enter a retail key. You can however enter a retail key at any time after the start of the 28th.

however the *GRACE PERIOD* is another 24 hours of the first day of retail (the 28th) before needing the cd key

Yeah, would be silly to purge again and have the cities totally overcrowded. Better to spread the user base around abit. So I doubt they will purge again.
