where can i find the colletor that gives a necro weapon with a death magic req

and is it 20/20 or what

The death magic staff and wand can be found in Snake Dance north of Camp Rankor from two different collectors.

ok so there is no 1 handed collector death magic weapon with a 20% to improve skill recharge?
