Everything is worth something. The requirement is good and low. +4 energy is not max, but still nice, though not as critical for eles as for some professions (say, monk?). Casting speed is also not perfect, but very close. However, faster skill recharge is usually preferred to faster casting speed, though for eles both can be quite useful.

So, yes, its worth something, but not a ton, and the market for wands is a strange one. I'd set a reserve of 15K and auction it off and see what happens. It's almost impossible to predict . . .
