The Horns are for the collectors items... you can get some really great items and Weapons for 5 horns each. people trade of the items they want then sell them in LA most of the time.

That collector offers an armor piece for any class, depending on the class of the character doing the exchange.

There is a collector outside elona reach that gives uber fire wand. Its very popular and you can sell it easily to noobs(or at least, you were able to sell it back in the day when most ppl were on their first char).
