Why is it hard to except that this is all just a broken quest? Because Guild Wars is a game full of mystery, unexpected goings on, and surprises. After so many updates it is hard to believe that this is a broken quest. If ANet wanted to fix this quest, they would have done so by now...or would they?
I doubt this will be resolved in the new Factions expansion, as it is set in a different land (Cantha), and thus it would be hard to imagine that Gwen made it that far away from Tyria when you can see her in the Seering cut-scene (correct me if im wrong, been a while since a new character was made).
I know that people (including me) have the broken flute, and the torn cape (dont have it yet myself), but what people seem to struggle with is the "Dead Flower" (if there is such a thing). It seems to be known now that the post-seering gwen items wont drop if yo have pre-seering items from her. But it all seems to farfetched. Why give us a cape, a flute, and a flower if when we get further they have to be abandond? Why give us items with no use? Because ANet can? I refuse to belive that after the many updates that the Gwen issue hasn't been resolved. If i can just have proof that Gwen does reside in the Underworld [screenshot] (as at the mo i only have peoples words for it), or that the bringing of all of the post and/or pre seering items(create a new char and get the shred, flute and flowers, then with a post seering char get the post seering stuff) triggers something with Sarah (or Gwen IF she is there) then i will be happy, until then the mystery remains.
I dont plan on rushing out to find if it is fixed at all, I don't see why i should, it could all be a waste of time...or could it?
