WTB: Perfect or Almost Perfect Smiting Rod

I want a smiting rod with these stats:

energy +5 enchanted or above 50%
skill recharge (always 9-10%) or (smiting prayers-18-20%)

(prefeblly low req + max dmg, but if u have something post it here and I'll take it into consideration)
