Enchantment artifact?

Howdy, just wondering if anybody has seen a +% to enchantments on a shield or an artifact ever? I know they exist on weapons, but wondering if theres more ways to increase? Thanks

I've never seen one, if that helps. The only enchant mods I have seen are on weapons and staffs.
