Okay in order to get a guild hall you must get a sigil, typically you can get one from buying one from the chick in LA (there is news that she does not have any), or win from holding the Hall of Heroes. To get a cape, from what I noticed in Pre-Searing Ascalon, all you need is two parchments, and does not cost any gold. I hope that some of those that have made it to LA can elaborate even more in detail about how they got their cape. The way I figure is it will cost you initially two parchments, but to change it later will cost you gold. You can also change the guildhall type later, but will cost you another sigil most and likely.
(yeah this is wrong at the time it looked like the parchment symbol, but its the plat symbol that they use, so capes cost 2000 gps)

Capes cost 2000G you can can get em at the embler in almost any city. As for the Guildhall ... yeah ... 12000G and going up everyday due to the increased population (and popularity of the game) I wouldn't be surprised to see it hit 20,000 by the 10th of May. This information I got from the game I am well into it and hitting level 20 tonight. To get your Guildhall you need a sigil which as posted above you can get from Holding the Hall of Heroes ... to do this ... your gonna need a damn good party.
