Suggestion : Guild Mergers

I'm still fairly new to Guild Wars but I've noticed many posts and guilds recruiting lately that leads me to believe that some of the smaller guilds are dying or idle. I've seen more Guilds for sale then ever. If this is true everywhere then it would be neat to allow 2 guilds to merge into 1 guild, getting all the advantages (cape, hall, faction points, etc...) already purchased by either guild and the extra membership. Don't know how the math would work, needs to be fair and equitable, but seems to me it would help solve some of the small guild issues. Just an idea, open for debate.
