Say a mondo diss to target enemy. Target foe suffers from low self-esteem for 10-30 seconds. While suffering from low self-esteem, target foe deals less damage in melee, and has a 10-30% chance to fail casting spells. All adjacent foes to target foe gain +20 armor and attack 33% faster for 10-30 seconds.

sounds a lot like the lawyer skill "contempt" if you ask me... Lawyer elites are hard to find but you can cap contempt in the southern shiverpeaks, and if you don't mind the searching you can cap "surprise witness" in Ring of Fire.
