I would read the guides...specifically point distribution. Then I would look at the skill listings...basically the ranger main, and your intended secondary.
From there i would look at what skills interest you from a play stand point. I would design 2-4 builds based on PvE and PvP, group vs solo play. From there I would then try to see if you can consolidate the skills chosen so you have the same attributes chosen.
If you do all that, and can place the same importance on your attributes with each build you then should be able to figure out what you want to put points in. At least thats how i did it.

Until you're level 20 (and even after) your character is quite malleable. Look at the skills you've got, pick those you plan to use, and then form your attributes based on the skills.
For example, if you're a Ranger and you're using your bow with bow skills and troll ungent, then put points into Expertise (to lower energy costs of the skills), Marksmanship (to be able to use better bows and have more effect from your bow skills), and Wilderness Survival. But if instead you're going to pack pet skills, put some points into Beastmastery. You can always adjust them later.
At level 6, you'll have accumulated 30 points. This means you can have an attribute level of 3 in 5 skills (as getting to 3 takes 6 attribute points). So perhaps you can stick 3 in expertise, 3 in marksmanship, 3 in wilderness survival, 3 in domination and 3 in illusion.
Pack your pet and pet rez/heal, a couple bow skills, conjure phantasm and backfire, troll ungent, and a res signet.
