Yes, there is. 15-22, +10 energy, +20% casting speed & recharge. Req is 10 domination (I think).

There are two Mesmer Staves.
both are max damage for a staff 11-22
Improves both casting speed and skill recharge for whatever attritbute of staff you get
Inscribed Staff: Domination
Jeweled Staff: Illusion
As far as I know, there isnt an Inspiration Staff.
