A few points to make - no-one gets ascended at Droks. That happens in the Crystal Desert, and in order to be run to be ascended, you need to:
a) Get run to Sanctum Cay
b) Complete the mission (You may be able to get run through it)
c) Get run to Augury
d) Get run to Elona's, Thirsty River, and Dunes
e) Complete those 3 missions (Again, you may be able to get run through them too)
f) Kill your Doppelganger (You CAN'T be run through this!)
Now running is as strategic as stopping and fighting. Are you seriously going to put a mission at risk cos your party is dead and you're the only one can save them just cos your party is dead?
I actually admire the runners who can complete a run from Beacons to Droks.
As for the players who use them, they all use them for different reasons. The majority who get run are actually on their 2nd, 3rd or 4th PvE characters, and don't want to go through whole areas in Krytia or the Jungle (And in some cases, I can't really blame them that much) - Then there are the rich players who have bought Ebay gold and are on their first character. THOSE are the sort of people who should not be run.
As for the money for running (anywhere for that matter), I think it should be donation based. It slows scamming, and while there will still be runners, you won't get monstrous charges, or trade spamming.
The ones I hate are those who run from places like Ascalon to Piken for 1000, or Henge of Denravi to Maguuma Stade, or even from the northen gate to Ruins of Surmia for stupid money. Most characters could make the runs, in some cases it's literally round the corner, and it's taking advantage of n00bs.
