The collector just out of Dunes has a 15% all the time req 9, just add the an enchanting mod.

The axe costs 5 encrusted lodestones.

i have been trying to find this collector as far as i can see he doesnt exist. all i found 1 was 1 that gives 15% while stances in the Arid Sea between dunes and thirsty
