Everything about the hammer is perfect. It's just the popularity of the hammer mastery upgrade that might not make it 'the' perfect hammer. But I'd say it's a lot more than 200k

depends also from type of hammer , a ram's hammer style will drop the price

what does the hammer look like when you wear it, that will help a lot
i have not seen any hammer sell for 200K+ unless it was a summit hammer
or a Mursaat hammer. I'd Say this is worth like ~150kish, and yes a HP +30 Makes
it more valuable but I wouldn't buy the upgrade just to try and get more money out of
it when you sell it. HP +30 Hammer cost like 80k.
