I have searched far and wide for this skill and can't figure out where it is. I searched the forums but also found nothing saying where its location is at. If anyone can tell me where this skill is i will greatly appreciate it.

Yep, as Mr Zun says...he is in the Ascalon Settlement area, at the top of the North Kryta area.
