*#7 is interesting, it dropped from a high-lvl boss it isn't max dmg., but has a req. 7!?

(edit: regarding req. 7 not able to be max dmg., I had a purple fiery dragon sword req. 7 15-22 that I gave to a guildie. I know they can drop with max. dmg. req. 7, but not sure if they will have good mods.)
