Where do I find the guy that gives the lv 3 skills for Ranger? It is said that he is in the eastern part of the mountains but I can't find him anywhere~

As soon as you enter the portal into Regent Valley head to the left. Go past the bandit raiders and head towards the bridge. Right before the bridge you can go up the hill. Ivor is up there along with a collector.

Also on the other side of the hill as you're going to Fork Ranik. Just before the bridge you can climb the hill and find Ivor.
