I need a staff (any kind, preferably max dmg) that has both IMPROVE CAST RATE AND RECHARGE on all skills.
Currently, I have a 8/8 so I need 9+/9+.
I dont need any other mods as I'll buy upgrades myself.
Please state what staff you have, whats the req, the dmg and the mods.
