I've seen more of those, I guess it's a rare new kind of weapons. Not bugged tho

considering you said you have seen it with your own eyes, i am inclined to believe you don't own the bow. It is known that weapons with damage mods with no penalties have dropped before and it is not known whether or not they still have dropped since the recent updates. Since you seemed to be hinting at you did not find this i'd say someone else found it, a long time ago before some of those updates.
