Last night I had the misfortune of finding out about "international" districts.
Our guild is partly north american, and partly european (mostly poland). We were under the impression gw would not separate us the way WoW did. It was a major reason for some of us purchasing this game.
Then we find out we have to go to laggy empty international districts to play with one another. Great.
My question is, do we have to go to international districts to pk as a guild? because I don't think we'll ever have anybody to fight against.

I suggest you agree on a world, no reasons the Polish players can't play on the American world (I'm Scandinavian, and I play on the American world).
The tombs tournament is international, so you will meet opposing parties. I have no idea what it means to the Worlds at War concept if a team from the international districts wins the hall of heroes.

How do they change their setup to be American instead of European?

At the character selection screen choose edit account and then choose change territory. You can only do this a max of 5 times if I recall.

For Tombs and GvG it doens't matter of you start from your home districts or from the international districts, becuase in both you meet teams from all over the world.
The only PvP areas where you fight only peope from the district you started from are the Arenas.
Oh, and 'international servers' aren't any more lagy then the other servers, AFAIK they are run on the same servers as the US districts.
