i have been unable to find any info on where to find the signet of capture? do i just buy it from a merchent?

I believe you can get them from the skill trainers later in the game. I just reached Yak's Bend, where they were available during the Beta Weekends, but they're not available there yet, so I'm not sure when you'll be able to buy one.

Magi Malaquire in Lions Arch has a quest that gives you the signet of capture skill.
