I hear blackout builds are pretty damage oriented. I've also seen some very effective Me/N combos using fragility and a necro curse that causes 3 conditions all at once.

I've been thinking about building a N/Me based on that combination as it sounds like a lot of fun to play.

Mesmers can deal a fantastic amount of damage, drain off a huge amount of energy, and be very, very effective, but you must keep in mind that Mesmers are not Elementalists or Necromancers. They're more indirect in their ability to damage others, and it's very rare to see a Mesmer spam spells (from his primary profession, anyway).

Domination magic is the bane of many casters. Here's where you'll find the tried and true caster shutdown spells Backfire, Diversion, Guilt/Shame, and the damaging interrupts. This is also where you'll find several handy energy denial spells -- Chaos Storm, Energy Burn, Energy Surge, Power Leak, (Guilt/Shame). Finally if you're in a low-level PvE area, Empathy is a killer and linked to this attribute.

Illusion magic is the best place to seek out Mesmer "direct damage." They have a variety of DOT hexes (damage over time) that also snare, increase casting time, or leave behind lingering conditional effects. There's also the unparallelled spiking tool known as Fragility. Illusion magic also features several cripplingly effective elites. It's the workhorse attribute line of the Mesmer, but probably not what you're looking for in terms of energy denial and shutdown.

Inspiration is a highly effective disipline line that allows you to steal energy, defend yourself, and cause a mild amount of disruption through interrupting spells. Spells like Energy Tap (and its big brother Energy Drain), Ether Fest, Power Drain, and Ether Lord can keep your enemy's energy bar low while speeding yours along nicely. It's also an excellent attribute line for using the enemy's strengths against them through skills like Inspired Enchantment or Inspired Hex. Inspiration can also increase the efficacy of your other skill lines through stances like Mantra of Persitence (for Illusion) or enabling Mind Wrack damage (for Dominate) through low cost, semi-spammable energy theft.

Most importantly, however, a Mesmer deals most of his damage through combos with your other skills, your own secondary profession or through working as a critical member of your team. They're excellent for creating situations in which other professions can shine, or manipulating the flow of battle so that the enemy is crippled at just the right moment. They're less excellent at dealing direct damage outside of combos.

So if you want a damage dealing energy denial build, I'd focus on Domination and Inspiration, with most of my emphasis on Domination denial. You might also read the forum thread "Mesmer basics" for some general help and sample builds.

Good luck with your Mesmer,
cmb
