Question Tactics Or Str

This has probably been discussed here but i tried searching and either got no hits or so many it was crazy .
Apologies in advance
I have played my W/r all the way to level 20 . Most of it was pvp . I got addicted at lvl 9 . I base my skills on str and swords .
I am confident that sword skills are balanced with ax skills . maybe they arent please let me know .
I see these really sweet gold shields that require high tactics .
I do use bleed and gash . I was under the impression that swords/str build would do more damage than swords and tactics . Was I wrong? should I go swords/tactics ?
I am wondering what others have learned as I am sure I am not the first one to wonder.
Any input is apreciated .

Well, strength raises your Armor Penetration so it's no wonder swords/str does more damage.

It all depends on the role you want to take. Damage dealing or tanking.

I play monk a lot and to be honest, 99% of the time I just ignore sword wars.

In general, strength is better than tactics. Tactics is a survivability line. However, with a good team setup, you should have enough monks that you don't need to protect yourself much, if at all.

Strength on the other hand adds armor penetration to your skills and has some very nice damage dealing skills in it already.

I only put a few points in strength to boost sprint. Tactics...... maybe for Fear Me and some other shouts but I really don't take either line that seriously.

My personnal perferances are

12 Weapon/ 12 Secondary
12 Weapon/ 10 Secondary /8 Strength
12 Weapon/ 10 Secondary/ 8 Secondary
